The New York State Directory, published annually since 1983, is a comprehensive and easy-to-use guide to accessing public officials and private sector organizations and individuals who influence public policy in the state of New York.

The New York State Directory includes important information on all New York state legislators and congressional representatives, including biographies and key committee assignments. It also includes staff rosters for all branches of New York state government and for federal agencies and departments that impact the state policy process.

Following the state government section are 25 chapters covering policy areas from agriculture through veterans' affairs. Each chapter identifies the state, local and federal agencies and officials that formulate or implement policy. In addition, each chapter contains a roster of private sector experts and advocates who influence the policy process.

Following the policy area chapters are appendices that include statewide party officials; chambers of commerce; lobbying organizations; public and private universities and colleges; television, radio and print media; and local government agencies and officials.

All organizational and personal entries in The Directory have been verified before publication of each issue. Continuing assistance and cooperation from state, regional, county, municipal and federal officials and staff have helped make the Directory a unique and valuable resource.

ORGANIZATION

Section 1: Branches of Government

Executive Branch. Outlines key staff in the Governor's and Lieutenant Governor's offices and senior officials in New York State executive departments and agencies. Biographies are included for the five senior executive branch officials.

Legislative Branch. Covers the state Senate and Assembly leadership, membership, administrative staff, and standing committees and subcommittees. Committee listings include the Chairperson, Ranking Minority Member, Majority and Minority committee members, committee staff, and key Senate or Assembly Majority and Minority staff assignments. Biographies with district office information are included for Senators and Assembly members.

Judicial Branch. Identities the state courts and the judges who currently sit on these courts: the Court of Appeals, appellate division courts, Supreme Court, Court of Claims, New York City courts, county courts, district courts and city courts outside New York City. The county judge section identifies the specific court with which the judge is associated.

Section 2: Policy Areas

This section classifies New York state government activity into 25 major policy areas. Each policy area lists key individuals in the New York state government, the federal government, and the private sector who have responsibility for or considerable knowledge of that area of government activity. All entries show organization name, individual name, title, address, telephone number, and fax number. Internet addresses and e-mail addresses are included where available. Each policy area includes the following information:

New York State

Governor's Office. Identifies the Governor's legal and program staff assigned to the policy area.

Executive Department and Related Agencies. Produces a complete organizational description of the primary state departments and agencies responsible for the policy area. Also includes additional state departments and agencies whose activities relate to the policy area.

Corporations, Authorities and Commissions. Covers independent public and quasi-private sector agencies in the state, as well as interstate bodies to which New York sends a representative official.

Legislative Standing Committees. Lists committees and subcommittees which oversee governmental activities in the policy area and their respective chairpersons and ranking minority members.

U.S. Government

Executive Departments and Related Agencies. Identifies federal departments and agencies located in or assigned to the New York region.

U.S. Congress. Lists congressional committees which oversee federal activities in the policy area, and their respective chairpersons, ranking minority members, and members from the New York delegation.

Private Sector Sources

Includes an alphabetized roster of individuals from public interest groups, trade and professional associations, corporations and academia who have expertise in the policy area.

Section 3: State Government Public Information

Public Information Offices. Lists key contacts in state government public information offices and libraries.

Financial Plan Overview. Provides information excerpted from the most recent New York State Executive Budget, Appendix II.

Appendices

This section contains additional lists of people and organizations who may affect New York state government.

U.S. Congress. Lists all New York State delegates to the Senate and the House of Representatives with their Washington, DC phone and fax numbers, and capital office and e-mail addresses. Biographies with district office information are included for each New York Senator and Representative. Provides a comprehensive list of all Senate and House standing, select, and special committees and subcommittees. Each committee and subcommittee entry includes the Chairperson, Ranking Minority Member, and assigned members from the New York delegation.

County Government. Identifies senior government officials in all New York counties.

Municipal Government. Identifies senior government officials in New York's major cities including: Albany, Binghamton, Buffalo, New York City, Rochester, Syracuse, Yonkers, etc.

Political Parties. Lists statewide party officials and county chairpersons for the Conservative, Democratic, Liberal, and Republican parties.

Lobbyists. Identifies registered lobbyists and their lobbyist employees and clients.

Political Action Committees. Lists registered political action committees and their treasurers.

Chambers of Commerce. Lists contact information for chambers of commerce, and economic and industrial development organizations and their primary officials.

News Media. Identifies daily and weekly newspapers in New York, major news services with reporters assigned to cover state government, radio stations with a news format, and television stations with independent news staff. Newspapers are categorized by the primary city they service; staff listings include managing, news and editorial page editors and political reporters. News service entries include bureau chiefs and reporters. Radio and television entries include the news director.

SUNY and Other Universities and Colleges. Includes the board of trustees, system administration, the four university centers, and all colleges and community colleges in the SUNY system; the central administration and all colleges in the CUNY system; and independent colleges and universities. Each college includes the name of its top official, usually the president or dean, as well as address, telephone number and Internet address.

Public School Administrators. Lists school district administrators by county and school district. The New York City Schools subsection includes officials in the chancellor's office. Following are BOCES District Superintendents by supervisory district and education administrators of schools operated by the State or other public agencies.

Indexes

Name Index. Includes every personal name listed in The New York State Directory.

Government and Private Sector Organizations Index. Includes the names of the top three organization levels in all New York State executive departments and agencies, as well as public corporations, authorities, and commissions. In addition, includes all organizations listed in the Private Sector Sources segment of each policy chapter, as well as lobbyist organizations and political action committees, chambers of commerce, newspapers, news services, radio and television stations, SUNY and CUNY locations, and private colleges.

Geographic Location Index. Includes the organizations listed in the government and private sector organizations indexes arranged by the city location.

World Wide Web (URL) Index. Provides Internet addresses for organizations listed in The Directory.
